Irak’ın Kuveyt’i işgali ile başlayan Körfez Savaşı sadece Irak’ı değil neredeyse tüm bölge
ülkelerini son derece yakından ilgilendiren sonuçlar doğurmuştur. Bu ülkelerin başında hiç
şüphesiz Türkiye gelmektedir. Irak’ın kuzeyinde yaşamakta olan Kürtlerin savaş sonrası fiilî bir
yönetim oluşturmaları topraklarında yaşamakta olan Kürt nüfus ve PKK’nın bu karmaşık
yapıdan istifade ederek Irak’ın kuzeyinde varlık göstermeye devam etmesi dolayısıyla Türkiye’yi
yakından ilgilendirmiştir. 1990’lı yıllar boyunca Irak’ın kuzeyinde yaşanan her gelişmeye PKK’yı
odak alan bir bakış açısı ile yaklaşarak müdahil olmaya çalışan Türkiye 21.yy’ın başlangıcından
itibaren bölgeye yönelik parametrelerinde ise değişiklik yapmaya başlamıştır. Soğuk Savaş
döneminden itibaren Batı Bloğu içerisinde yer alan Türkiye’nin söz konusu Bloğun lideri
konumundaki ABD’nin Irak’ı işgal operasyonundaki askerî taleplerini TBMM’de reddetmesi söz
konusu değişikliğin ilk emarelerinden olmuştur. Körfez Savaşı’nda ABD ile birlikte hareket eden
Türkiye’nin Irak’ın işgalinde ABD’nin taleplerini reddeden bir ülke konumuna gelmiş olması
Iraklı Kürtlerin ABD’nin hamiliğinde inşa ettikleri yönetimin Türk Dış Politikasındaki
konumunu da yakından ilgilendirmiştir. Zira Körfez Savaşı’ndan Irak’ın işgalinin arifesine kadar
olan süre içerisinde Iraklı Kürtler oluşturdukları yönetimi kademe kademe geliştirmişler ve işgal
sonrası süreçte Irak’ın anayasal tek bölgesel yönetimine sahip olmuşlardır. Bu durum da Iraklı
Kürtlerin Türk Dış Politikası’ndaki konumunun değişime uğramasını kaçınılmaz kılmıştır. Bu
çalışma içerisinde de Iraklı Kürtlerin Türk Dış Politikasındaki konumlarının söz konusu zaman
dilimi içerisinde nasıl bir değişime uğradığı hususunda bir perspektif sunulmaya çalışılacaktır

The Gulf War, which started with the Iraq’s occupation of Kuwait, had consequences not only for
Iraq, but also almost for all of countries in the region. Undoubtly, Turkey heads the list among
these countries. The Kurds, living in the northern Iraq have formed a de facto government after
the war. Kurdish population who lives in the territory and PKK, taking the advantage of this
chaotic order, maintained its presence in the northern Iraq which closely concerns Turkey. Turkey
who has tried to involve every development in the northern Iraq with a point of view focusing
PKK during the 1990's, has started to change her parameters towards the region since the
beginning of the 21st century. Turkey, located within the Western Bloc since the Cold War, rejected
the military demands of the USA who had been the leading of the Bloc, related to the occupation
operation of Iraq in The Grand National Assembly of Turkey. This has been one of the
preliminary signs of the change. Turkey, who had been acting in conjunction with the USA in the
Gulf War, has become a country who rejected the demands of the USA in occupation of Iraq. This
has closely concerned the position of the administration that Iraqi Kurds formed in the USA's
protectorate, in Turkish Foreign Policy. In the period from the Gulf War to the eve of the
occupation of Iraq, the Iraqi Kurds gradually developed the administration they had formed and
have had the only constitutional regional government of Iraq in the post-occupation period. This
situation inevitably changed the position of Iraqi Kurds in Turkish Foreign Policy. This study will try to present a perspective on how the positions of Iraqi Kurds in Turkish Foreign Policy have
been changing within the mentioned timeframe.
